Nearly 20 years ago, Murehwa North MP Alois Mangwende presented a paper at the Inter-Parliamentary Conference in Chile. He spoke about the role of parliament in promoting democracy. Zimbabwe was at the time virtually a one-party state. Though his ideas were too idealistic, our current crop of legislators might learn a thing or two. Here is his presentation.
