Movement for Democratic Change secretary-general Tendai Biti today said the central intelligence organisation must answer to Parliament and not just to the president. The CIO currently falls under the president’s office and its books are not audited by the auditor-general. “The CIO must be regulated by an Act of Parliament which will ensure that its operatives do not act unlawfully and remain scot-free,” Biti said.
