United States assistant secretary of State for African Affairs Johnnie Carson asked Botswana vice-president Mompati Merafhe to use the Southern African Development Community to put pressure on Zimbabwean President Robert Mugabe to go because the United States could not help Prime Minister Morgan Tsvangirai without aiding Mugabe. This was only six months after the formation of the inclusive government.
