Security issues pushed to the backburner

Who is in charge in Zimbabwe? Most people believe it is the military or the Joint Operations Command. But a survey on Prime Minister Morgan Tsvangirai’s official website last year indicated that security issues had been pushed to the backburner.  Most Zimbabweans said the Zimbabwe African National Union-Patriotic Front was most responsible for blocking implementation of the Global Political Agreement which ushered in the inclusive government that has been steering the country since February 2009.
