MOTION- 16March 2016
LEAVE TO MOVE ADJOURNMENT OF THE HOUSE ON A DEFINITE MATTER OF URGENT PUBLIC IMPORTANCE: DISAPPEARANCE OF ITAI DZAMARA
HON. CHAMISA: Hon. Speaker, I seek leave to move the adjournment of the House on a definite matter of public importance. The matter relates to the disappearance of Itai Dzamara. As you may know Hon. Speaker Sir, this matter was supposed to be disposed of last week. I intended to bring it to the House yesterday but you requested us to put it forward to today. The motion has already been tabled and that is why I am taking my time not to read it out.
THE HON. SPEAKER: I consider the motion to be the one contemplated by Standing Order No 59 (1) and accordingly call upon members who support the motion to rise in their places.
All MDC Members rose in their places.
THE HON. SPEAKER: As no fewer than 25 Members have supported the contemplated motion, I declare the leave of the House to discuss the motion to have been duly granted. The motion stands over until 1715 p.m. or sooner on adjournment.
HON. CHAMISA: Mr. Speaker Sir, I hear what you are saying. I intend to invoke a very important provision in our Standing Orders. As you know in terms of Standing Order Number 68 (f), there is a provision for a special motion. I am going to make a special request to you Mr. Speaker Sir, that we give – because there is no provision for the procedural steps that are supposed to be taken for that. I am going to kindly request you at the appropriate time to give priority and precedence on this very important motion so that we are not standing it over. I realise that Hon. Chinotimba is making a lot of noise but he has not heard what I am saying – [HON. MEMBERS: Inaudible interjections] –
THE HON. SPEAKER: I have heard you. Hon. Members at the back there, please order. I hear Hon. Chamisa and we shall be guided in terms of Standing Order Number 59, upon which the motion has been moved.
