Heneri Dzinotyiwei was an academic and political commentator until he decided to form his own political party the Zimbabwe Integrated Programme. But when it failed to make any impact, he changed it into a think-tank. He joined the Movement for Democratic Change in 2006 becoming a Member of Parliament for Budiriro in 2008. He was appointed Minister of Science and Technology when the inclusive government was formed in 2009. There are only two Wikileaks cables that mention his name. Here they are:
