US was aware Chombo had two wives five years before divorce

United States embassy officials in Harare were aware that Local Government Minister Ignatius Chombo had two “wives” almost five years before his acrimonious divorce with his first wife Marian. Both wives were on the United States sanctions list way back in 2005.

According to a diplomatic cable released by Wikileaks which was dispatched by the embassy on 11 July 2005, Chombo’s spouses were listed as Marian Chombo, wife of Ignatius Chomo and Naneti Silukhumi, second wife of Ignatius Chombo. Another cable (05Harare995) with similar information was dispatched on 20 July.

During Chombo’s divorce hearing with Marian it was claimed that Nanette had married Chombo under customary law and was not aware that Chombo was married to Marian. Marian also married Chombo under customary law in 1985 but had the marriage formalised in 1993.

elections, the EU,s new sanctions list, and the GOZ,s

brutal Operation Restore Order, Post suggests the additions

and deletions to the visa sanctions list detailed below.

2. (SBU) In his Zimbabwe Proclamation of February 22, 2002,

the President laid out criteria for barring particular

Zimbabweans from entry into the United States either as

immigrants or nonimmigrants. The criteria included senior

members of the government of Robert Mugabe and other

Zimbabwean nationals who formulate, implement, or benefit

from policies that undermine or injure Zimbabwe,s democratic

institutions or impede the transition to a multi-party

democracy; persons who through their business dealings with

Zimbabwe government officials derive significant financial

benefit from policies that undermine or injure Zimbabwe,s

democratic institutions or impede the transition to a

multi-party democracy; and the spouses of persons described

above. Using this criteria, Post suggests that the below

individuals be included in the visa sanctions regime; all act

as principal makers and executors of GOZ and ruling party

policies and are among the principal beneficiaries of those

policies.

public information, we would suggest only publicly disclosing

that some unspecified names were deleted and only telling the

individuals privately that they have been removed.

(SBU) In response to the flawed March parliamentary  elections, the EU,s new sanctions list, and the GOZ,s  brutal Operation Restore Order, Post suggests the additions  and deletions to the financial sanctions list detailed below.   Post relayed suggested additions and deletions to the visa  sanctions list via reftel.    ------------------  Names To Be Added  ------------------    2. (SBU) As the ruling party for the past 25 years, ZANU-PF  has placed its firm imprint onto the decision-making  processes of the GOZ.  For example, any policy decisions are  first discussed by the party Politburo and then passed on to  the Cabinet (consisting of Ministers, Deputy Ministers, and  Provincial Governors) for comment and approval.  In this  process, any member of the Politburo and/or Cabinet has an  opportunity to suggest, support, and/or oppose particular  policies brought before each body.  As such, each Politburo  member, Minister, and Deputy Minister has a direct impact and  say in ZANU-PF and GOZ official policies.  This includes the  passage of significant pieces of legislation, such as the  Public Order and Security Act (POSA) and Access to  Information and Protection of Privacy Act (AIPPA) which have  been central to the decline of democracy and rule of law in  Zimbabwe.  It also includes the conception and implementation  of policies that have undermined public welfare and rule of  law, such as Operation Restore Order.  Therefore, we propose  that Politburo and Cabinet members not already sanctioned be  added to the financial sanctions list.    3.  (SBU) In addition, we propose inclusion of the most  senior officials of the Zimbabwe Election Commission, the  Electoral Supervisory Commission, and the Zimbabwean police  to the financial sanctions list.  They played key roles in  suborning the integrity of Zimbabwean elections conducted  during the past five years, including most recently the March  2005 parliamentary elections.  The police leadership has also  been instrumental in the application of Zimbabwean law in a  manner that undermines human rights, democracy, and rule of  law.    4.  (SBU) To the extent possible, we also favor the inclusion  of the spouses and the children of sanctioned individuals on  the financial sanctions list.    5.
