In 1994 Clever Mumbengegwi produced a report entitled: "Affirmative Action/Set Aside programme for Indigenous Enterprise Development." A Consultant Report for the IBDC and BESA.
I have been unable to get this report from the National Archives both in Harare and Bulawayo.
