Debate about Western sanctions on Zimbabwe has been raging on for nearly a decade. The main question has been whether they are targeted at individuals or at the country or both. The West wants Zimbabweans to think they are targeted at individuals and companies associated with the Zimbabwe African National Union- Patriotic Front. The Zimbabwe Democracy and Economic Recovery Act, the United States law that imposes sanctions on Zimbabwe, clearly states that the sanctions are targeted at both individuals and the country with the aim of effecting regime change. Some politicians and non-governmental organisations support the Western view. Four years ago, central bank governor Gideon Gono presented a paper on the impact of sanctions on Zimbabwe. Here is the paper which we believe is quite useful for any Zimbabwean regardless of whether you like Gono or not and whether you believe sanctions are targeted at individuals or the country or both.
