Former Nigerian President Olusegun Obasanjo promised Movement for Democratic Change leader Morgan Tsvangirai that he would urge President Robert Mugabe to step down but nothing of the sort happened when the two leaders met a week later.
Obasanjo paid a whirlwind visit to Zimbabwe on January 20 arriving at 8 pm and leaving at 3am on January 21. He met Mugabe before meeting Tsvangirai and Tendai Biti at 1:10am.
Biti said Obasanjo told them that Mugabe had assured him that violence would be stopped and international observers would be allowed for the presidential elections that were due shortly.
Biti said although the Nigerian President was genuinely trying to help, he appeared to be underestimating what Mugabe was capable of.
Biti confirmed that Obasanjo had, in a 14 January meeting with Tsvangirai in Abuja, said he would urge Mugabe to step down during his Harare visit but he did not raise this issue at their meeting on 21 January.

OBASANJO MET ALONE WITH MUGABE. ALTHOUGH SPECIFIC
DETAILS OF THEIR CONVERSATION ARE NOT AVAILABLE, THE
NIGERIANS SAID HE RAISED THE ABUJA AGREEMENT, THE NEED
TO ENSURE A LEVEL AND NON-VIOLENT ELECTORAL PLAYING
FIELD, AND THE PRESENCE OF INTERNATIONAL ELECTION
OBSERVERS FROM THE EU, COMMONWEALTH AND OTHER ENTITIES.

AT THE NIGERIAN HIGH COMMISSION, PRESIDENTS MUGABE AND
OBASANJO HAD A TETE-A-TETE AFTER A STATE BANQUET IN THE
VISITING PRESIDENT’S HONOR. LAMIDO AND SHONEKAN
REPORTEDLY COOLED THEIR HEELS DURING THE PRESIDENTIAL
DISCUSSION. COBHAM TOLD US HE UNDERSTOOD SECOND-HAND
THAT OBASANJO HAD STRESSED TO MUGABE THE IMPORTANCE OF
KEEPING THE ABUJA AGREEMENT ON TRACK, ENSURING A LEVEL
PLAYING FIELD FOR THE ELECTIONS, AND INVITING

MDC SHADOW FOREIGN MINISTER TENDAI BITI FROM 1:10 A.M.
TO 2:25 A.M. ON JANUARY 21. BITI TOLD POLITICAL
SECTION CHIEF THAT OBASANJO REPORTED THAT HE WAS MORE
OPTIMISTIC AFTER HIS DISCUSSION WITH MUGABE. THE
ZIMBABWEAN PRESIDENT, ACCORDING TO OBASANJO, HAD
PROVIDED ASSURANCES THAT VIOLENCE WOULD BE STOPPED AND
THAT INTERNATIONAL ELECTION OBSERVERS WOULD BE ALLOWED
IN- BITI SAID HE AND TSVANGIRAI HAD DESCRIBED NUMEROUS
PAST INSTANCES IN WHICH MUGABE HAS FAILED TO HONOR
SIMILAR COMMITMENTS, AND THAT THEY STRONGLY ENCOURAGED
OBASANJO TO JUDGE MUGABE ONLY BY HIS ACTIONS. OBASANJO
SAID MUGABE HAD REJECTED OBASANJO’S SUGGESTION THAT HE
MEET WITH TSVANGIRAI. OBASANJO ASKED TSVANGIRAI FOR

ACCORDING TO TSVANGIRAI’S SPECIAL ASSISTANT, GANDI
MUDZINGWA, WHO ATTENDED THE MEETING IN ABUJA, OBASANJO
HAD ASKED WHETHER THE MDC WOULD SUPPORT A
CONSTITUTIONAL AMENDMENT SUPPORTING AN EXTENSION OF THE
PRESIDENT’S MANDATE LONG ENOUGH TO ALLOW ARRANGEMENT OF

DURING HIS BRIEF VISIT. WE CONTINUE TO BELIEVE,

HOWEVER, THAT HIS PERSONAL INVOLVEMENT ON ZIMBABWE IS
POSITIVE, IF ONLY BECAUSE OBASANJO IS ONE OF THE FEW
PEOPLE WITH INFLUENCE OVCR MUGABE. IF, AS REPORTED,
THE NIGERIAN PRESIDENT FOCUSED HIS DISCUSSION WITH
MUGABE ON VIOLENCE, ELECTORAL RULES AND OBSERVERS —
INSTEAD OF ON LAND, AS THE GOZ WOULD HAVE PREFERRED —
THE VISIT YIELDED SOME INCREMENTAL PROGRESS. HOWEVER,
