4. Post Basic Allowance
Post Basic Allowance be reintroduced to nursing staff’ who acquire approved qualifications. Payment be made up to a maximum of 2 qualifications at the following levels: –
• One post basic qualification, US$70: and
• Two post basic qualifications, USS80.
This proposed review entails mobilisation of additional resources amounting to USS500 000 per month.
5. Nurse Managers Allowance
Introduction of an allowance to Nurse Managers on a non-claimable rate of US$350 – USS450 per month.
6. Medical Allowance
Review of Medical Allowance from the current rate of 15%, of basic salary, to 20% of basic salary.
The proposed review entails mobilisation of additional resources amounting to US$300 000 per month
7. H-Factor Allowance
Review of H-Factor Allowance from the current rate of 10% of basic salary, to 15% of basic salary.
The proposed review entails mobilisation of additional resources amounting to USS140 000 per month.
8. Vehicle Loan Scheme.
Commitment is reaffirmed to avail US$1O million as seed capital towards a revolving Vehicle Loan Scheme for Health Workers at a concessionary interest rate of 3% per annum on a reducing balance method. Other terms would be discussed at the earliest possible time to facilitate the operationalisation of the Scheme.
9. Locum for Senior Doctors
Every eligible member who performed locum duty shall be paid accordingly in terms of the locum policy.
Hospital Medical Officers and above will continue to claim locum in terms of the existing framework.
10. Amendment of Contract for Junior Doctors
The contract for Junior Doctors will be amended by the 5th, of April 2018, to reflect that the contract period will be up to 30 months on full pay and will apply to the current and incoming interns.
11. Cessation of Salaries and Allowances
In line with the ‘no work no pay’ policy, days absented from work due to the industrial action will not be paid. Leave days will be deducted in order to cover for salary deductions. There will be no victimization of members who took part in the industrial action.
12. Repeating of Rotations
There will be no repeating of rotations for members in the industrial action. Days missed will be compensated for in the rotation on full pay.
13. Correction of Grading Anomalies
The government has started the correction of grading anomalies in the Health Service as reflected on the March 2018 payroll.
The above review of Health Sector Specific Allowances is effective from 01 April 2018.
