Before I resume my sit Madam Speaker, I was going to suggest that a ruling be made to refer the matter to the Committee of Standing Rules and Orders. They need to study the matter because it is prima facie; it appears to be clear and my understanding is that when a matter is clear, it is referred to the Committee on Standing Rules and Orders. This is what I thought should be your course of action.
