HON. TOGAREPI: Order! Hon. Speaker that is not a point of privilege by definition. You do not raise a point of privilege to ask a Minister to bring in a Ministerial Statement. It must be affecting Members of Parliament. What is it that he is talking about? There is no point of privilege that is raised to ask a Minister to provide a Ministerial Statement. Let us go to the definition of a privilege. A privilege affects us as Members of Parliament.

Thank you very much Chief Whip. Probably I can ask the Minister if he wants to indulge the Hon. Member and issue a statement to that effect.
THE MINISTER OF FINANCE, ECONOMIC DEVELOPMENT AND INVESTMENT PROMOTION (HON. PROF. M. NCUBE): Mr Speaker Sir, I think Hon. Members have a right to ask us to present a Ministerial Statement but what is the issue? Where is the controversy? We have given a breakdown as to how the money was used. It is very simple. I do not understand why a Ministerial Statement is required. Can someone clarify?
HON. ENG. MHANGWA: I asked for the Ministerial Statement.
THE TEMPORARY SPEAKER: Sorry, I have not recognised you. – [HON. ENG. MHANGWA: Sorry Mr. Speaker Sir!] – Please take your seat. Hon. Mhangwa, I think the only reasonable thing that you can do at this juncture is to put your question in writing, detailing exactly what is it that you are crying over because the Hon. Minister is clearly saying that he does not understand. Sit down as I am finishing up. Maybe if you put your question in writing and detail exactly what it is that you want the Hon. Minister to respond to, it could be helpful. Right? Thank you. – [HON. HAMAUSWA: Point of order Mr. Speaker!] – Point of order over what I just said? – [HON. HAMAUSWA: No, it is over what the Hon. Minister is asking.] – No, but I have made a ruling already. I asked the affected Hon. Member to put his question in writing, detailing exactly what he wants. – [HON. CHIGUMBU: We are all affected differently and severally!] – No, no, please take your seats. – [HON. CHIGUMBU: Point of order Mr. Speaker!] – On what? On what I said again? – [HON. CHIGUMBU: No, it is not on what you said!] – On what, Hon. Member?
HON. CHIGUMBU: I think there is something that you missed Mr. Speaker. The same thing that you want Hon. Mhangwa to ask the Hon. Minister has already been asked by Hon. Bajila. So, you cannot ask Hon. Mhangwa to repeat the same question.
What we are seeking here is clarity from the Hon. Minister. That is why we want a Ministerial Statement which is going to detail the response from what he said and what he presented …
THE TEMPORARY SPEAKER: Hon. Member, order! Order! Hon. Member, please sit down. Please take your seats! That is the kind of privilege that we have when we sit in this seat, to pronounce that. I have already pronounced how it is going to happen. You cannot dictate to the Chair how you want it to be done.
