Three River Ranch employees still had valid United Nations Development Programme permits five to 17 months after their contracts had been terminated. The head of the UNDP communications department Stephane Dujarric said the permits should have been surrendered to the government of Zimbabwe at the termination of the contract. The question is, why were these employees allowed to retain the permits especially since there had been allegations that they were using these permits and UNDP registered vehicles to smuggle diamonds to South Africa.
