The paper was commenting on the presidential elections of 2002 that were just a few days away.

SUSPEND THE MUGABE REGIME “FOR ITS BLATANT DISREGARD FOR
INTERNATIONALLY ACCEPTED NORMS OF CIVILIZED GOVERNANCE.”
