Was there a social media blackout?

There are whispers that there was a social media blackout, probably to control the flow of information about the proposed shutdown in protest against recent moves by the government including restrictions on imports of basic commodities and the heavy presence of police on the roads. Do you think there was a deliberate social media shutdown because, it appears on our end the internet was down until about mid-day but is now back? We would like to hear from you.
