Reports today said the voter registration exercise which was supposed to start on Thursday had been delayed because there is no money. President Robert Mugabe had said elections should be held in March but this might be impossible as there are a number of things that should be done to come up with credible elections. These include a new constitution and a referendum on that new constitution. Mugabe has said that the elections will be held under the existing constitution if the new constitution is not ready. He, however, runs the risk of the elections not being accepted by the international community if he does not secure the agreement of his partners in the Global Political Agreement.
