Tougher measures for MPs

I am going to propose that members should all look back and say, I have done it, but can I do better, or look back and say that should not be my track record. You should not be found wanting.

There are two things, one, the question of attendance (in Parliament). Some members just come in in order to be recorded that they have come then they sneak out.

When they come in they say Chef makadii so that I know that they are around. But when they go away, they never say Chef tavakuenda. But because of my background, I get to know those things easily. That is number one – attendance.

Because this is the first seating for many members, since the expansion of membership of this House, we have not instituted other regulations which compel people to attend or suffer financial penalties.

So when we come back next time, we shall institute those regulations so that if you do not come and you have not given cause to be absent, then you shall suffer a financial deduction from your salary.

This I think will be supported by those you represent back home, because I do not think that people we represent would take joy to hear that you do not represent them in Parliament, you just come to Harare to spend the time shopping. But when you go back home, you read Hansard and you tell them what was happening in Parliament. -Emmerson Mnangagwa
