2.11 Addressing Border Delays

As part of measures to improve the Doing Business conditions, there is need for Government to expedite the establishment of a Ports Authority that will immediately address the challenges faced by business with, regards to border delays and red tape.

This is particularly important as Zimbabwe is currently in the process of setting up Special Economic Zones. It would be a material handicap if SEZs raw materials, machinery and equipment, are subjected to the current Border delays. 

2.12 Zero Tolerance for Corruption

Corruption, both public and private is a cancer that has continued to hemorrhage financial resources from both Government and business. There is need for Government to adopt Zero Tolerance towards any kind and all forms of corruption in particular the externalization of foreign currency. In this regard, Government must deal decisively with all acts of corruption – both the tigers and the flies – comprehensively, systematically and without favor.

2.13 Sector Driven Growth Initiatives

The economy has tremendous growth potential, notably from a sectoral point of view, hence the need for sector driven growth strategies, as amply demonstrated by recent developments in the agriculture sector, while deepening those sectoral linkages through Value chains. In addition to agriculture, other sectors with potential for quick turnaround include:

a. Mining and energy sectors

b. Tourism

c. ICT and Telecoms;

d. Manufacturing; among others
