Gorden Moyo first made his name as a publicity secretary of ZAPU2000 but he rose to fame as the director of Bulawayo Agenda. It was largely because of his work at Bulawayo Agenda that Prime Minister Morgan Tsvangirai appointed him his special advisor. He brought Moyo in to represent the interests of civic society but he was not able to mobilise the funds that the Movement for Democratic Change expected to flow in from donors. Moyo was demoted from Minister of State in the Prime Minister’s Office to State Enterprises and Parastatals. There are only nine cables that mention his name. Here they are:
