The Southern African Development Community today failed to hold a summit on Zimbabwe after two of the key leaders Zambian President Rupiah Banda and his Mozambican counterpart Armando Guebuza failed to arrive in the Botswana capital, Gaborone. Banda is currently the chairperson of the SADC Troika on Politics, Defence and Security, which deals with regional security issues. Zimbabwe’s leaders had expected the regional body to address the latest “crisis” in the country. Prime Minister Morgan Tsvangirai says President Robert Mugabe has been making unilateral decisions since the formation of the Global Political Agreement and these should be declared null and void. Mugabe argues that this is within his constitutional rights.
