President Robert Mugabe today said he was not in control of the mechanism for elections. Though he wanted the elections next year, he said he cannot make that happen. Mugabe has been insisting on elections because he says he is tired of bickering with Prime Minister Morgan Tsvangirai. He had even said they could be held before March next year. The Southern African Development Community says elections cannot be held until constitutional and democratic reforms are in place.
