Deputy Prime Minister Arthur Mutambara says President Robert Mugabe cannot unilaterally call for elections. Reports quoted Mutambara today as saying Mugabe must consult the other principals in the inclusive government before calling for elections. If he does want to consult the other principals Mugabe has to pull out of the Global Political Agreement, which would necessitate elections. Mutambara has always been against the holding of elections because the climate is not right.
