How the US targets people for sanctions

The United States used its embassy’s political and economic section or the internet to gather data on people that it intended to add on to the Zimbabwe sanctions list.

It said that where internet sources were used, these were confirmed by visa application records.

Among those it was targeting were:

 

  • Bonyongwe, Happyton Mabhuya, CIO director
  • DOB: November 6, 1960
  •  
  • Chihuri, Ocious Pelonsic: Daughter of Augustine Chihuri
  • Confirmation of family relationship: yes.
  • DOB: December 14, 1983
  •  
  • Chinamasa, Kangai: Daughter of Patrick Chinamasa ( in earlier cables Kangai was identified as Chinamasa’s son)
  • Confirmation of family relationship: yes.
  • DOB: June 30, 1980
  •  
  • Chinamasa, Tinotenda: Son of Patrick Chinamasa
  • Confirmation of family relationship: yes.
  • DOB: August 29, 1982
  •  
  • Mada, Ishmael: Central Intelligence Organization (CIO),
  • internal branch
  • DOB: September 23, 1958
  •  
  • Muvuti, Samuel Tendi: Head of Grain Marketing Board
  • DOB: July 6, 1957
  •  
  • Muzariri, Livingston Menard: CIO Deputy Director
  • DOB: August 8, 1955
  •  
  • Sibanda, Phillip: Commander of Zimbabwean Republic Army
