The government owes the City of Masvingo $16.7 million in unpaid services, an amount that is greater than it owes any other local authority, according to Finance Minister Patrick Chinamasa.
The second highest debt is to the Harare City Council which it owes $16.5 million while Bulawayo which is in third place is owed only $1.9 million.
Chinamasa gave the breakdown in response to a question from Senator David Chimhini who said the government debt to local authorities was crippling their operations.
