Buhera South Member of Parliament Joseph Chinotimba said when Parliament buys cars for legislators they should only be given to those who come to parliament and contribute to debates.
Chinotimba who was advised by the temporary Speaker that he could not contribute to the Presidential Speech since had had already done so, raised the issue as a point of order.
Although he was ruled out of order, he had already made his point.
Chinotimba who has all along largely been considered a clown, has demonstrated since he was elected that he deserves his car because of the way he contributes to debates and the development projects he is helping to implement in his constituency.
Members of Parliament have been complaining about their low salary of US$800 a month and how poorly they are being treated with some not even receiving their fuel allocations while employees of state enterprises were awarding themselves thousands a month.
Debate:
THE TEMPORARY SPEAKER: Hon. Chinotimba, you have debated on the motion before.
*MR. CHINOTIMBA: On a point of order Madam Speaker. Today I am a Member of Parliament for …-[Laughter] – so when I debated last time, I was in a different office and today, I am this side. I want to say those cars which you buy should not be given to members who do not come to the House to debate. They should be given to those who debate in Parliament. I thank you.
THE TEMPORARY SPEAKER: Hon. Chinotimba, you are out of order.
