Zimbabwe is broke and only had $217 in its account after paying civil servants, Finance Minister Tendai Biti was quoted today as saying. “Last week when we paid civil servants there was $217 (left) in government coffers…. The government finances are in paralysis state at the present moment. We are failing to meet our targets.” Biti was hailed as the best Finance Minister in Africa when he assumed office in 2009 but it is increasingly becoming evident that he is just at sea as everyone else.
