Finance Minister Tendai Biti, was a “punch bag” who could not do anything because his hands were tied, a labour consultant George Makings said today. “What he says and does is all controlled by the government which as you know is broke and so there is really nothing that he can do to solve the economic crisis. We really cannot blame Tendai Biti because he is just a punch bag in the government.”
